Richmond City Council is made up of nine members, each of whom represent a single-member district. The 2007-2009 was the last two-year term of Council. The election in 2008 was for a four-year term, matching the Mayor.

Council selects from its members one person to serve as President of Council and one to serve as Vice-President.

Elects President and Vice President

During a public Richmond City Council Special Organizational Meeting for Election of Council Officers that was held on January 3, 2011, in Richmond City Council Chambers, The Honorable Kathy Graziano, Councilwoman, Richmond City Council, Southwest 4th District, was re-elected as President of Richmond City Council and The Honorable Ellen F. Robertson, Councilwoman, Richmond City Council, Gateway 6th District, was re-elected Vice President of Richmond City Council.

The offices of President and Vice President of Richmond City Council are elected by the nine members of Richmond City Council. The positions are held for two years.

Background
The Honorable Kathy C. Graziano has been elected to Richmond City Council three consecutive times and has served since 2005. Councilwoman Graziano has served as Council President since January 2009 and is a retired lobbyist who earned her Bachelor of Arts from the State University of New York-Cortland.

The Honorable Ellen F. Robertson has been elected to Richmond City Council four consecutive times and has served since 2003. Councilwoman Robertson has served as Council Vice President since 2009 and is a retired community and housing developer who earned her Bachelor of Science from Virginia Commonwealth University.
