Richmond City Council is made up of nine members, each of whom represent a single-member district. The 2007-2009 is the last two-year term of Council. The election in 2008 will be for a four-year term, matching the Mayor.
Council selects from its members one person to serve as President of Council and one to serve as Vice-President. William J. Pantele was elected January 2, 2007 to serve as President of Council for the year 2007. Reverend Delores McQuinn was chosen to serve as Vice-President.
