Councilwoman Graziano Introduces Housing Trust Fund Ordinance

To assist City with meeting needs for low and moderate affordable housing

(Richmond, Virginia) -- Councilwoman Kathy Graziano, Southwest Fourth District, Richmond City Council, has introduced legislation (Ordinance # 2008-114) that would establish a City of Richmond Housing Trust Fund.

This fund would enable the Council to appropriate City funds and accept funds from other sources that would assist Richmond in meeting the needs for low and moderate affordable housing.

The Ordinance is scheduled for a hearing during the Richmond City Council Land Use, Housing and Transportation Standing Committee meeting on May 20, 2008, 3:00 - 5:30 p.m. and is scheduled for a public hearing during a Council formal meeting on May 27, 2008, 6:00-10:00 p.m.

If adopted, the trust fund would support affordable housing projects by providing loans and grants to commercial and nonprofit housing developers. Funds could also be used to defray the costs of land acquisition and construction-related activities.

The Ordinance would establish the legal framework for a City program and enable $250,000 in funds earmarked in the current FY 2008 budget for a Housing Trust Fund to be used. It would also allow the city to receive state housing trust funds, when a state program is funded.

According to Graziano's Housing Trust Fund Ordinance, the purpose of the fund is to: 1. reverse the concentrations of poverty in the city; 2. aid in providing housing for low income city employees; 3. support the rehabilitation of vacant buildings; and, 4. improve accessibility for people with disabilities.

The program would be managed by the Richmond Department of Community Development, and have an oversight board comprised of housing professionals.

Update on South of the James Market at Forest Hill Park

What a great market on Saturday! Thank you to everyone who came out to support us. My vendors were thrilled with their sales and know to bring more this week. We will have strawberries, onions, kale, herbs, carrots, meats, eggs, bread, cookies, cake, coffee, plants, exotic oils, soaps, flowers and many other treats! Remember Sunday is Mother's Day and the market has tons of things moms would love!

There will be a story time at 10:00, face painting, music by Tammi Kamin, and don't forget the childrens area where kids can make or grow their own things to sell!

We look forward to seeing you on Saturday,

Karen Atkinson
